DECLARATION

DECLARATION
Of the
Permanent Secretariat of the 30th Hemispheric Congress of Latin Chambers of Commerce and Industry


In the City of Miami Beach, County of Miami Dade, State of Florida, United States of America, on the 30th day of May 2009, at meeting of the members of the Permanent Secretariat of the Hemispheric Congress of Latin Chambers of Commerce and Industry, comprised by the international directors; representatives of the entrepreneurial organizations of the democratic countries of the Americas hereby declare:

1. To foster, support and express solidarity with the message set forth by Jose Maria Aznar, former President of the Government of Spain who stated:
“If anything is justifiably necessary in Latin America is to launch an extraordinary agenda of freedom: No to authoritarianism, no to communism, no more intervention by the state. On the contrary, what is truly needed are more institutions. Solid institutions where the Rule of Law is respected by all with an independent system of justice that work, and that will guarantee the individual rights of all citizens with respect to private property and investmentment, both nationally and internationally…
“There is a grave problem and it is the temptation to experiment with populist projects and concepts. Here, in this region, much is spoken about 21st Century Socialism. Let it be known that 21st century Socialism is the same as 20th Century Socialism, the only difference is that it is more wearisome since we already know that the results will be dreadful and will bring about the collapse of those countries which adopt it.”
2. As International Directors of the Permanent Secretariat we embrace President Aznar’s message and make it our own. We join him and the speakers and panelists who contributed to our discussions and plenary sessions with their expertise and concerns over the current economic , financial, and social crisis which afflicts us, and which exacerbates the economic and political climate of our countries, by battering our infrastructure and secular sectors. The Ibero-American and Caribbean Chambers of Commerce, view with alarm the current developments and appeal for alternatives which will foster and strengthen production in the region; attract much needed investment, which will generate jobs and arrest poverty; bring forth judicial security and due process, and immediately eradicate the fostering of social conflict and division. We do not recommend more mechanisms of control. We recommend better mechanisms.

3. We recommend to our governments to strengthen democracy and respect of the Rule of Law. This will enable these institutions the authority to the defend society. It is important to strengthen the Rule of Law by the people , and respect the independence of the judiciary in benefit of the people.

4. The entrepreneurs of the Hemisphere reiterate the need to implement effective policies of Social Responsibility which benefit the workforce and utilize our representative institutions to promote the well-being of families, ensuring issues such as adequate and affordable housing and education which will provide a high-skilled and qualified workforce.

5. The Permanent Secretariat of the 30th Hemispheric Congress, after having conducted extensive studies has concluded that it has an institutional obligation to alert the public, governments, and the international community on current activities which have happened in countries where the lack of the Rule of Law has been most evident. To this effect, these countries allow public political maneuverings to have more strength than respect for the Rule of Law. As such, it is worrisome that these regions run the risk of being overrun by delinquency, increased narco-trafficking, and terrorism, due to the absence of authority by these governments.

Accordingly, these damaging policies place law abiding citizens in peril. These citizens have the fundamental right to live in peace and to work. They are being jeopardized by these conflicts; their civil liberties are threatened, as is their right to private property and free enterprise. Therefore, the return of the Rule of Law, to institutions is instrumental so that these can effectively combat the impunity of those elements who take advantage of the vacuum created by this instability and chaos. Additionally, these institutions provide results in benefit of the citizenry. We therefore seek from of the governments of this region , especially from the United States of America, furthered coordinated efforts in the battle against narco-trafficking and guerrilla war-fare, in order to achieve effective and improved results in this conflict.

6. As a result and due to the severity and urgency of this aforesaid issue, is that the Permanent Secretariat of the 30th Hemispheric Congress has authorized its leadership with the task of presenting these issues before official national and international entities and organizations, and urge them to take action.

Más de 150 empresas de España, Latinoamérica y Estados Unidos están mostrando sus productos en la Feria Experiencia Mediterránea en el Centro de Convenciones de Miami Beach. Este domingo, el público podrá ver y probar los centenares de productos que se exhiben. Desde el jueves, la Feria ha servido para dar a conocer esos productos entre empresas compradoras y vendedoras, importadores y exportadores de todo el mundo. Dijo el ex presidente José María Aznar, orador invitado en la clausura del 30º. Congreso Hemisférico de la CAMACOL

ha hecho otras veces en Miami y en tribunas internacionales, el ex presidente fustigó al llamado socialismo del siglo XXI, al cual calificó como el mismo del siglo XX pero más aburrido y lo describió como más pobreza para los pueblos, menos libertad y que intenta “repetir la experiencia cubana en otros países del continente y eso ya sabemos a qué conduce: no hay libertad, no hay democracia, no hay oportunidades para las gentes. El socialismo del siglo XXI es un gran retroceso para la humanidad”. En contraste, comentó el caso de Miami del cual dijo que no no es solamente una parte de EE.UU sino una parte del mundo hispano. “Miami demuestra lo que significan las ideas de libertad y de democracia y la expansión de esa agenda de libertad, especialmente hacia Iberoamérica”.

RENSPONSABILIDAD SOCIAL

En el marco de celebración del 30 Congreso Hemisferico de Cámaras de Comercio e Industria Latinas se efectuó la plenaria “Responsabilidad Social, roles de los sectores público y privado” con la intervención de panelistas de instituciones nacionales e internacionales.

Aline Flores, Presidenta de la Cámara de Comercio e Industria de Tegucigalpa, Honduras planteó la necesidad de un liderazgo con visión RSE que conjunte en un ciclo sostenible de inversión y desarrollo: a la empresa privada y al Sector Público, como grandes actores en la construcción del desarrollo humano y de la conformación de la conciencia social y política de un país, por medio de la Contribución Público Privada.

“Alianza que tiene como objetivos: contribuir a hacer posible el contrato social; actuar dentro del proyecto de nación o debería actuar en el marco de un plan; fortalecer el desarrollo y la producción de los bienes públicos para aumentar la equidad; fortalecer y aumentar la transparencia pública y privada; y promover y fortalecer la organización social.”

Salvador Santos Campano, presidente de la Cámara de Comercio de Madrid informó que la Comisión Europea sigue apostando de forma prioritaria por la RSC, como parte de una estrategia a largo plazo, a pesar de reconocer que, con la crisis actual, las empresas están más presionadas por cuales serán sus resultados a corto plazo que a largo. La Comisión hace hincapié así mismo en que las empresas, especialmente las pertenecientes al sector financiero, deben prestar mayor atención, a la vista de los últimos acontecimientos, y de forma muy especial, a la ética y a la responsabilidad”.

Mario Sacasa vicepresidente del Beacon Council (BC) afimó que el BC y Enterprise Florida son instituciones publico-privadas que armónicamente trabajaban en beneficio del desarrollo económico y social del Condado de Miami Dade y del Estado La Florida.

Adolfo Martínez, Director Ejecutivo de CAMACOL LOAN FUND explicó la importante función de esa institución que financia a micro empresas, asi como el Pregrama de Fachadas de la Ciudad de Miami con el que CAMACOL se ocupa del embllecimiento de negocios en dos distritos de la ciudad, asi como otros programas de carácter social como ”Las Jabas de CAMACOL” ahora “CAMACOL TOWER” con 100 apartamentos para personas de pequenos y medianos recursos.

COMO VENDER AL GOBIERNO FEDERAL DE LOS ESTADOS UNIDOS
Uno de los seminarios que más ha captado la atención de los participantes en el 30 Congreso Hemisférico de Cámaras de Comercio e Industria Latinas resultó el de este mismo nombre explicado por David A. Drabkin, Sub-Director de la Oficina de Compras de los Estados Unidos; José F. Niño, Presidente del Intituto de Compras Públicas de las Américas y Guadalupe Rodríguez, presidente de WG Scorpion LLC. Washington, D.C.

Hablamos de cifras astronómicas: $560,000 millones de los cuales el 65% son servicios que compra el gobierno federal en todo tipo de bienes (excentuando lo militar) y que ahora invita a los empresarios y profesionales latinoamericanos radicados aquí o en sus paises de origen, especialmente los que ya disfrutan de acuerdos de libre comercio.

Es una gran oportunidad para empresarios que califiquen en calidad y precios, empresas responsables en su gerencia y administración. Son compras que se realizan mediante operaciones transparentes.

CAMACOL está representada por su presidente William Alexander en el Instituto de Compras Públicas de las Américas y ofrece mediante esta institución todo la información que requieran los empresarios innovadores para ampliar el comercio hemisférico.

COMIENZA EL 30 CONGRESO HEMISFERICO

El Senador Mel Martínez abogó por la pronta firma de los Tratados de Libre Comercio de los Estados Unidos con Colombia y Perú.
Con un ameno coctel de bienvenida celebrado en el Hotel Fontaneibleu, comenzó el 30 Congreso Hemisférico de Cámaras de Comercio e Industria Latinas.
La Directora de Comunicaciones de la Ciudad de Miami Beach Ms. Kelly Penton y el Comisionado de la Ciudad de Miami, Tomás Regalado, como patrocinadores, ofrecieron el acto, destacando la labor de la CAMACOL y los Congresos Hemisféricos.
William Alexander, presidente de la CAMACOL; Mario O. Gutiérrez, vicepresidente, Joe Chi, tesorero y Wifredo “Willy” Gort, chairman del Congreso Hemisférico hicieron un reconocimiento al presidente de CAJASOL, en la persona de su presidente Antonio Pulido Gutiérrez; mientras que Francisco Javier Romero Álvarez, Subdirector General Institucional de la Presidencia de CAJASOL explicó la trascendencia de esta entidad de ahorro e inversión española que abre sus puertas en Miami para beneficio de la Florida y los países latinoamericanos.
El Congreso Hemisférico, con Directores Internacionales de los 20 países democráticos de las Américas y España deliberará durante 3 días temas tan importantes como “La crisis económica-financiera: retos y alternativas”, “Responsabilidad Empresarial”, “Desarrollo Agroindustrial”, “Como Vender al Gobierno Federal de los Estados Unidos”, “El 4to.Panel de Energía Renovable” y otros seminarios técnicos.
